PROBLEM TO BE SOLVED: To carry out rapid evacuation behavior, after occurrence of an earthquake. SOLUTION: An in-vehicle navigation apparatus 1 is provided, which determines whether there is a possibility for own vehicle potentially suffers from a disaster at the current position, based on earthquake information acquired from an earthquake processing center 13, immediately after detecting a P-wave reaching an observing station, specifies a safe zone that can avert the disaster due to the occurrence of the earthquake, based on disaster prevention map information acquired from the earthquake processing center 13 and representing an area surrounding the current position, and performs a route guidance by searching a route, from the current position up to the specified safe zone, when a determination is made such that own vehicle potentially suffers from the disaster at the current position. The evacuation behavior can start with a time difference (preliminary tremor continuing period), between an elapsed time from the occurrence of earthquake waves (P-wave and S-wave) at the earthquake source, up to the arrival of the P-wave at the observing station, and an elapsed time up to the arrival of the S-wave at the observation station.
