PROBLEM TO BE SOLVED: To provide a suspension substrate with circuits for adopting an optical assist system, securing a design flexibility, improving manufacturing efficiency, reducing manufacturing costs, and further preventing a light signal from leaking. SOLUTION: A metal support substrate 11, a base insulating layer 12, a conductor pattern 13, and a cover insulating layer 14 are laminated successively; a core layer 23 having five bent portions is formed; a metal thin film 25 for covering the surface of each bent portion is formed; and an optical waveguide 19 is formed. Then, a light-emitting element 20 is installed so as to be optically connected to the optical waveguide 19, so that the suspension substrate 1 with circuits is obtained. By mounting a head slider 27 with a magnetic head 28 on the suspension substrate 1 with circuits and then mounting it to a hard disk drive, information is recorded on a hard disk 26 by the optical assist system.
