PROBLEM TO BE SOLVED: To provide a valve timing adjusting device which achieves both high responsiveness and high durability. SOLUTION: A phase adjusting mechanism of a valve timing adjusting device eliminates motor torque transmitted from a motor shaft to a planet carrier by cutting off energization to an electric motor (S102) and produces brake torque transmitted from the motor shaft to the planet carrier by applying the energization to an electric brake (S103) when a relative phase between a crankshaft and camshaft 2 of an internal combustion engine is changed to a start phase side by reversely rotating the planet carrier during positive rotation by torque transmission from a crankshaft.
