PROBLEM TO BE SOLVED: To provide an incombustible composite plate capable of passing a heat build-up test for incombustible materials by laminating an incombustible board, a metal foil and, further, a neutral paper on the surface of a wooden board and a foam material. SOLUTION: This incombustible composite plate 1 is structured by laminating a first layer of a neutral paper 2, a second layer of an aluminum foil 3, a third layer of an incombustible board 4 and a fourth layer of a plywood 5 in order. The layer of the metal foil 3 is provided in the surface of the incombustible board 4 so as to cut the combustible gas, and the aluminum foil 3 having excellent heat conductivity disperses the heat so as to improve heat-resistance against local heating, and the incombustible board 4 having a small heat conductivity cuts the heat conduction to the plywood 5 so as to restrict generation of combustible gas. In the practice of a heat build-up test for incombustible materials about this incombustible composite plate 1, the total heating quantity is 8.0 MJ/m2 or less, and the time when the maximum heating speed continuously exceeds 200 kW/m2 is less than 10 seconds, and there is no deformation.
