PROBLEM TO BE SOLVED: To provide a calorie counter capable of correctly estimating (counting) the exercise strength (or calorie consumption) of a user when the user uses a passive type exercise machine, and to provide the passive type exercise machine. SOLUTION: The calorie counter 10 includes: a load level acquiring part 11 for acquiring the load level of the passive type exercise machine; a heart rate acquiring part 14 for acquiring the heart rate of the user using the passive type exercise machine; a specifying part 13 for specifying correspondence relation information corresponding to the load level acquired by the load level acquiring part 11 among the plurality of pieces of correspondence relation information; an exercise strength acquiring part 15 for acquiring the exercise strength corresponding to the heart rate acquired by the heart rate acquiring part 14 by referring to the corresponding relation information specified by specifying part 13; and a calorie counting part 16 for counting the calorie consumption of the user using the passive type exercise machine in response to the exercise strength acquired by the exercise strength acquiring part 15.
