A hydraulic powder is produced through a process wherein a hydraulic compound is pulverized in the presence of a compound (a) (excluding polyethylene glycols and polypropylene glycols) which is obtained by adding an alkylene oxide having 2-4 carbon atoms to a compound having an active hydrogen but not containing an amino group. The hydraulic compound may be pulverized in the presence of the compound (a) and an antifoaming agent (b).
