<P>PROBLEM TO BE SOLVED: To provide a means for reducing the phenomena caused by ELAM-1 (E-selectin) in an individual, a tissue, a cell or the like of an application object, or inhibiting the development of the phenomena while suppressing the load on the individual, the tissue, the cell or the like, and to provide a method for evaluating a bleaching agent. <P>SOLUTION: The expression inhibitor of the ELAM-1 expressing in a keratinocyte contains an extract of Moutan Cortex.
