PROBLEM TO BE SOLVED: To solve the problem that it is impossible to suppress communication required for issuing a license between a client device and a license issuing server, and to efficiently issue the license of a plurality of software. SOLUTION: A license issuing server manages the information of a plurality of software including software which can be already installed and software which can not be installed yet due to such a reason that it has not been released by associating it with a merchandise code, and when receiving the request of a license file capable of discriminating the merchandise code from a client device, a plurality of license files corresponding to the information of the plurality of software managed so as to be associated with the merchandise code are generated, and issued in a batch to the client device.
