PROBLEM TO BE SOLVED: To provide a technique to appropriately judge whether a toner cartridge is refilled in an early stage. SOLUTION: The image forming apparatus includes: a state detection part 10b which detects that the toner cartridge 25 is empty because toner in the toner cartridge 25 is depleted; a usage control part 10a which stores variation information showing variation in counting toner usage after the empty state is detected in a nonvolatile memory 26; and a refilling judgement processing part 10c which decides whether or not the variation in counting the toner usage after the empty state is detected exceeds a first threshold based on the variation information in the nonvolatile memory 26, and judges the toner cartridge 25 as a refilled article when the variation exceeds the first threshold.
