A mobile communication system comprises first means provided in each base station device and adapted for controlling the status of the base station device by judging a request of an upper general base station device and second means provided in the upper general base station device and adapted for monitoring entrance/appearance or exit/disappearance of a mobile station device into or from a cell formed by the general base station device, requesting the general base station device to change the status of the base station device to a service status when at least one of mobile station devices enters/appears, and requesting the general base station device to change the status of the base station device to a radio section stop status when all the mobile station devices exit/disappear.
