When the value of a bit of a card ID inputted to an input terminal S is 0, a selector 72-3 outputs the data inputted from the selector 72-1 from an output terminal Y, and when the value of the bit is 1, the selector 72-3 changes the value of the card ID by outputting the data inputted from the selector 72-2 from the output terminal Y. An encrypting part 65 encrypts the card ID whose value is changed, and a command processing part 61 transmits the encrypted card ID.
