PROBLEM TO BE SOLVED: To provide an aqueous emulsion containing cationic polymer which, when used as a cement mortar admixture, imparts satisfactory flowability and workability, is reduced in material property fluctuation, and attains improvements in bonding strength, etc., and to provide an aqueous emulsion powder containing a cationic polymer. SOLUTION: The invention relates to: the aqueous synthetic resin emulsion containing a synthetic resin dispersed and stabilized by a polyvinyl alcohol resin [I] having 1,2-diol bonds in side chains; the aqueous emulsion containing cationic polymer comprising a water soluble cationic polymer with 3,000-500,000 of molecular weight; and the aqueous emulsion powder containing the cationic polymer.
