PROBLEM TO BE SOLVED: To prevent the generation of a rush current while suppressing the enlargement of the area of a semiconductor chip in a regulator for reducing an external power supply voltage. SOLUTION: In the semiconductor integrated circuit, the regulator 20 is provided with an output transistor for outputting an internal power supply voltage VDD from an external power supply voltage VCC by negative feedback control, and a charge pump circuit for forming a voltage for gradually increasing the output current of the output transistor before the activation of the negative feedback control when the external power supply voltage is supplied. The regulator is arranged in an external input/output circuit region 2 allocated to the semiconductor chip 1 and one charge pump circuit is allocated to the plurality of output transistors. Thus, since it is not needed to provide an intrinsic charge pump circuit respectively for the plurality of output transistors, the generation of the rush current is prevented while suppressing the enlargement of the area of the semiconductor chip.
