PROBLEM TO BE SOLVED: To provide a drunken driving prevention system, communication unit and on-board radio communication apparatus capable of surely detecting alcohol concentration of a driver and controlling whether a vehicle can go, without occupying limited space in the vehicle. SOLUTION: The portable communication unit 3 is provided with an alcohol concentration detecting part 36, and the detection results are transmitted by a radio signal from the communication unit 3 to the on-board radio communication apparatus 1 mounted on the vehicle. An in-vehicle radio communication part 18 of the on-board radio communication apparatus 1 performs communication with the communication unit 3 in the communication range of only the vicinity of a driver's seat of the vehicle. When the received detection results of the alcohol concentration exceed an allowable value, the on-board radio communication apparatus 1 locks an engine of the vehicle to be starting impossible by an engine starting control part 16.
