PROBLEM TO BE SOLVED: To provide a pressure-resistant sealing device which can stop the fluid flowing through piping in a short time, as well as, safely and surely. SOLUTION: A sealing mechanism 51 is constitute of a valve 33 so that the mechanism 51 can be attached to and detached from it, and by having a state of sealing reached, the mechanism 51 is mounted inside the piping 32 connected to the valve 33 through the placement in the valve 33. A head pressure jack 53 supports this sealing mechanism 51, resisting the force exerted from the cooling water flowing through the piping 32, and the head pressure jack 53 is held by a holding plate 52.
