<P>PROBLEM TO BE SOLVED: To suppress deterioration of a signal by encoding an attentional pixel into an encoded pixel. <P>SOLUTION: In an encoding apparatus, the delay circuit 184 of a pixel holding circuit 141 extracts an attentional pixel in the image of a video signal to be input and delay circuits 181, 183, 185 and 187 of the pixel holding circuit 141 extract a plurality of pixels for interpolation to be used for interpolating an interpolation pixel corresponding to the attentional pixel. An interpolation circuit 142 uses the plurality of pixels for interpolation to interpolate the interpolation pixel and on the basis of the interpolation pixel, an encoding circuit 143 encodes the attentional pixel into an encoded pixel according to the interpolation pixel.
