PROBLEM TO BE SOLVED: To provide a technology capable of preventing vain scanning based on design information, and early starting performing inspection partially even during scanning because a soldering area in a printed board is beforehand known in design. SOLUTION: A scanning route formation means 36 is configured to determine a measuring area on which main scanning should be performed, determine a scanning route that scans the entire measuring area, and form information on the scanning route in advance with regard to the printed board that is to be a measured object after receiving board design information that shows the area with a plurality of marks indicating the area and reference positions solder printed in the printed board in an X-Y rectangular coordinate system, control a main scanning mechanism and a sub-scanning mechanism based on scanning route information with which a scanning control section 25a is generated, allow sensing means 25c to sense that the main scanning mechanism has scanned the area with at least two marks, and inform an inspection section of the sensing to allow the inspection section to start inspection operation irrespective of the remaining scanning by the scanning control section.
