PROBLEM TO BE SOLVED: To solve problem of a conventional construction method for snow and ice melting road surface that since an existing road (such as asphalt blocks, concrete blocks (industrial waste)) must be removed, and a road surface snow melting device must be newly installed, thus causing much industrial waste to be produced. SOLUTION: Since a special stainless steel sheet-heating element can be easily and uniformly laid down by cutting a road surface in two stages when a present road surface height cannot be changed, the amount of industrial waste is reduced. When the special stainless steel sheet-heating element is buried in a pavement and a durable mat is stretched on upper and lower surfaces of the mat, the paved surface can be reinforced, snow on the road surface can be melted, and the special stainless steel sheet-heating element can be maintained, inspected, and repaired. When a present road surface height can be changed, a present road surface is cut off, a durable sheet is stretched in a cut groove, the special stainless steel sheet-heating element is put therein, the durable sheet is stretched thereon again, and an adhesive agent is sprayed thereon for constructing the pavement.
