PROBLEM TO BE SOLVED: To provide a flow control valve having reduced size and cost for accurate flow control in a small flow amount region even when a great flow control range is required. SOLUTION: In the flow control valve 1, a valve element 32 is moved apart from or close to a valve seat 54 having an opening portion 541, to control the flow amount of fluid in the opening portion 541. The flow control range consists of a small control range where the flow amount of fluid to be output is relatively small and a great control range where the flow amount of fluid to be output is relatively great.
