PROBLEM TO BE SOLVED: To assure confidentiality of communication data and signaling, while assuring mobility of a communication terminal. SOLUTION: The communication module according to the present invention includes a signaling control portion and a signaling transceiver. The signaling control portion generates a signaling message. The signaling transceiver transmits the signaling message generated by the signaling control portion to a communication control device, which manages a session between a communication terminal and its communication partner terminal. When the communication module is activated, the signaling control portion establishes a session for a first signaling with the communication control device based on a first security protocol. When the session for a first signaling is established, the signaling control portion establishes a session for a second signaling with the communication control device based on a second security protocol. Then, the signaling transceiver transmits the signaling message generated by the signaling control portion to the communication control device through the session for the second signaling.
