PROBLEM TO BE SOLVED: To provide a wastewater treatment apparatus and method, which can efficiently decompose hardly-decomposable organic compounds while reducing electric power consumption for electrolysis. SOLUTION: The wastewater treatment apparatus 1 applies a direct-current voltage into an electrolytic cell 2 containing organic compound-containing wastewater 12, and at the same time, generates OH radicals in presence of ozone 15 to decompose and remove hardly-decomposable organic compounds in the wastewater. In the wastewater treatment apparatus 1, the electrolytic cell 2 is configured such that a section thereof between electrodes to which the direct current voltages are respecrively applied is isolated by a partition wall 20 to be divided into a cathode chamber 22 and an anode chamber 21, and the electrolytic cell 2 is provided with: a wastewater supply port for supplying the wastewater to the anode chamber 21 side thereof; and an aeration means for aerating the ozone 15 to the cathode chamber 22 side thereof. A solid electrolyte which is a water impregnated body is used as the partition wall 20, the electrodes 3, 4 having a liquid passing part are installed so as to hold the partition wall between them, and electrolytic reaction with ozone is carried out while supplying the ozone 15 into the cathode chamber 22.
