A bumper for road facilities is provided to harmonize with surrounding roadside trees by forming the vicinity of the pedestrian's eye height area below facilities with trees, and to prevent the attachment of illegal leaflets by forming irregularities like the bark of a tree on the outer skin. A bumper for road facilities protects road facilities(40) from an impact by covering road facilities with a shock absorbing material, wherein the facilities are covered with an outer skin(10) having irregularities of the bark of a tree or a rock, and a shock absorbing material is filled in a space between the outer skin and the facilities to make the facilities have the feeling of a tree or a rock, and the outer skin is composed of a plate type sheet by applying flame retardant resins in a mold after the model of the bark of a tree or a natural rock and hardening.
