An apparatus for forming an armrest of a vehicle and method for manufacturing an armrest of a vehicle using the same is provided to prevent a frame from being vibrated inside a mold in injecting and foaming urethane by a fixture holding the frame to the mold. An apparatus for forming an armrest of a vehicle comprises a mold accommodating a cover ring(20) of an armrest into which a frame is fitted; a fixture(100) kept in place between the inner wall of the mold and steadily supports the frame; sealing sleeves(150,160) preventing foaming liquid injected to the cover ring from escaping between the cover ring and the fixture; and a funnel penetrating the mold and the covering, injecting the foaming liquid into the cover ring.
