An epoxy hardener resin composition is provided to prevent the degradation of the property like anti-corrosion of a film, water resistance and chemical resistance and to be rapidly hardened at a low temperature and room temperature. A method for manufacturing an epoxy hardener resin composition comprises a step for mixing an amine functional epoxy hardener having a first amine group and amine value of 100-500 mg KOH/g and a curing accelerator containing a tertiary amine radical and a phenol functional group in a weight ratio of 100:5-50; and a step for performing the amino transition reaction to add the curing accelerator to a resin frame of an epoxy hardener by heating the mixture.
