A traffic safety delineator is provided to prevent the damage of a vehicle by deforming a lower support plate to be bent smoothly when an upper delineator makes contact with a vehicle and to restore quickly to the original state if external force is removed. A traffic safety delineator having a roller inserted to a rotary shaft coupled perpendicularly to the upper part of a support fixed to a road surface is formed by forming many grooves perpendicularly on the outer circumference of a cylindrical body of a support(10), inserting a ring-shaped lower reinforcement plate(18) to a fixed part(16) contacted with the road surface, and inserting an upper reinforcement plate(20) integrated with a coupling nut(12) to the upper part coupled with a rotary shaft(13), and made of rubber material.
