An apparatus and method for forming electrical connecting terminal is provided to prevent a short circuit by spreading a conductive material on a mask and removing a solder ball from the electrical terminal. In an apparatus and method for forming electrical connecting terminal, a supporting member(100) supports the electrical device(200), which has the electrical contact unit. A mask(300A) is arranged on the supporting member and has opening, which is arranged up and down of the electrical contact. An injecting member(400) is arranged on the mask, and supplies the conduction material to the opening unit. The electric conduction material, a solder ball, is emitted from a nozzle, and the terminal for electrically connecting with the electrical contact is formed.
