An image processor, a method thereof and a program thereof are provided to detect a full-down pattern for the input image of various frame rates by single processing configuration, thereby realizing an original progressive image from the input image at high accuracy based on the detected full-down pattern. A correlation value operation unit(13) computes a correlation value of front and back reference images including an attention image among images which has been being consecutively inputted. Based on the correlation value, a brake determination unit determines whether an attention pixel is brake of the predetermined number of continuous same image. If not so, a continuous number counter cumulatively counts the number of continuity of the continuous same image. A pattern determination unit determines whether a continuity number to a just-before image is consistent with a setup number showing a continuity number corresponding to a predetermined full-down pattern. If so, a matching number counter counts the number of consistency with the predetermined full-down pattern as a matching number. A pattern detection unit(16) detects the predetermined full-down pattern, corresponding to the setup number, as a full-down pattern of the image which is continuously inputted.
