<P>PROBLEM TO BE SOLVED: To provide an unlocking device, lowering the cost, and miniaturizing and simplifying the whole structure. <P>SOLUTION: The unlocking device includes: a cylinder lock 2 operated by inserting a match key; an operating handle 3 generating unlocking movement for unlocking a door lock mechanism; and a clutch device 4 for transmitting the unlocking movement of the operating handle 3 by the operation of the cylinder lock 2 to the door lock mechanism, wherein the cylinder lock 2 includes: a sleeve 7, a key plug 8 housed in the sleeve 7 and having an output part 80 moved forward and backward in the insert and extract direction by inserting and extracting the match key and output as an intermittent movement of the clutch device 4, and a second key plug lock mechanism 11 for locking the key plug 8 on the sleeve 7 in the output state of the output part 80 put by inserting the match key to the key plug 8.
