<p><P>PROBLEM TO BE SOLVED: To provide an apparatus for improving the residual stress in a piping, wherein the residual stress in the piping can be reduced (or removed) by heating the outer peripheral surface of the piping and the constitution of the apparatus is made comparatively compact and further, the outer peripheral surface of a bending pipe part can be heated. <P>SOLUTION: This apparatus is provided with: a laser head part 43; a circulating direction moving means; an oscillating means; and an emitting direction adjusting means, and the oscillating means is a linear motor 46 and the emitting direction adjusting means is an inclination drive motor 45. A linear motor fixation part 46A arranged in parallel with a pipe axial direction and the movable part 46B of the linear motor moving in the pipe axial direction along the linear motor fixation part are provided to the laser head part.
