PROBLEM TO BE SOLVED: To provide an image forming apparatus which is capable of efficiently removing a toner image on an image carrier in a short time, when the toner image formed on the image carrier is not transferred to a record medium. SOLUTION: The image forming apparatus has: the rotatable image carrier 30; a transfer means 32 transferring the toner image formed on the image carrier to the record medium; a cleaning means 34 removing toner remaining on the image carrier; and a control means 40. In the image forming apparatus, when the toner image formed on the image carrier is not transferred to the record medium, the control means makes one or more rotations of the image carrier, so as to remove the toner image not transferred to the record medium by the cleaning means and then, repeats the rotation and stop of the image carrier by at least two or more times.
