PROBLEM TO BE SOLVED: To provide an image processing circuit capable of improving the visibility of an output image by eliminating a flicker component of an input image, a semiconductor device configured by integrating the image processing circuit, and an image processor using the same. SOLUTION: The image processing circuit (especially flicker component eliminating part 20) includes a frame luminance calculating part 21 for totaling the luminance value of each pixel constituting an input image to calculate frame luminance for one frame; an average luminance calculating part 22 for smoothing the frame luminance on a time axis to calculate average luminance for plurality of frames; a difference arithmetic operation part 23 for calculating a difference value between the frame luminance and the average luminance; and a correction arithmetic operation part 24 for subtracting or adding the difference value from/to the luminance value of each pixel constituting the input image.
