PROBLEM TO BE SOLVED: To provide a traffic signal control parameter design device and a traffic signal control parameter generation method for much more quickly generating the effective combination of control parameters or control areas. SOLUTION: A trial deformation simulation part 102 executes traffic flow simulation by selecting and changing the parameters of intersections at random under a plurality of preestimated traffic circumstances, and acquires data related with the changed parameters and evaluation values, and sufficiently repeats the process, and collects the data of the combination of the plurality of intersections or parameters and the evaluation values at that time. A selection probability distribution normalization part 103 analyzes the collection data in the trial traffic circumstances, and increases the selection probability of the combination of the parameters on a parameter table when circumstances are improved according to the degree of improvement, and normalizes the acquired probability distribution, and sets pre-selection probability distribution.
