PROBLEM TO BE SOLVED: To provide an apparatus and a method, whereby such a weakly acidic and sterilizing power-having solution having a residual active chlorine concentration suppressing generation of trihalomethane suggested as a cause of cancer, is enabled to use with an easy operation like use of tap water. SOLUTION: The method of producing the residual active chlorine-containing water for sterilization comprises a process of producing a diluted aqueous solution having 10-150 ppm residual active chlorine concentration by diluting a concentrated residual active chlorine-containing aqueous solution having 2,000-10,000 ppm residual active chlorine concentration and pH of 10.5±1.5, and a process of controlling pH of the diluted aqueous solution so as to become 6±2 by adding at most 30 wt.% concentration of an acidic additive to the running diluted aqueous solution.
