PROBLEM TO BE SOLVED: To provide a pulse arc welding method and a pulse arc welding apparatus capable of performing the correct quantitative evaluation of arc in a short time and performing the consistent pulse arc welding of high quality. SOLUTION: The pulse arc welding apparatus 100 comprises a welding power source 3 capable of applying the voltage for generating arc between a wire 1 and a base material 2, a high-speed video camera 12 having the image pickup capacity of≥2,000 frames/second and capable of picking up an image of the arc and taking in the image data, a droplet size-sputtering amount analysis program 23 for analyzing the size of the droplet and the generation amount of sputter by processing the image data, an acceptance/rejection determination program 24 for setting the optimum pulse time, a control program 21 of the welding power source for performing the control of the optimum pulse time of the pulse waveform, and a control program 25 of the high-speed video camera for controlling the high-speed video camera 12.
