A miss-roll preventing apparatus is provided to a pressing material entering an intermediate pressing mill to obtain a cobbling process in order to reduce damage of a production line and a safety accident when an error occurs in the intermediate pressing mill. A miss-roll preventing apparatus comprises the following units. A decision unit(100) determines whether an error occurs or not and commands a cobbling to a pressing material based on a pressing material state and a driving state of a down-kicker(40). An alarm unit(110) informs error occurrence of the intermediate pressing mill based on an alarm signal of the decision unit.
