<p><P>PROBLEM TO BE SOLVED: To surely collect PM in a DPF, while suppressing unnecessary energy consumption. <P>SOLUTION: An exhaust emission control device for an internal combustion engine 1, has a filter 13 disposed in an exhaust passage 10 and collecting particulate matter in exhaust. The exhaust emission control device comprises: a coagulation means 22 disposed in the exhaust passage 10 upstream of the filter 13 and electrically-charging and coagulating the particulate matter in operation; and a control device 9 controlling the operation of the coagulation means 22.
