PROBLEM TO BE SOLVED: To enable flexible operation conforming to actual conditions and regulations by laws, in addition to suppress labor and cost. SOLUTION: When a control signal for remote control of unmanned vehicles 9, 11 at the monitoring points 5, 7 from a manned manipulating point 1 and a monitoring image signal for sending images imaged by a monitoring camera 9c on the unmanned vehicles 9, 11 around the monitoring points 5, 7 to the manned manipulating point 1 are transmitted by radio between the manned manipulating point 1 and the unmanned vehicles 9, 11 at the monitoring points 5, 7 by repeating such signals at the repeating points 13, 15 and 17 preset between the manned manipulating point 1 and the monitoring points 5, 7, the unmanned vehicles 9, 11 are moved via all repeating points 13, 15 and 17 toward the monitoring points 5, 7 from the manned manipulating point 1 and the repeating units 19, 21 and 23 are unloaded from the unmanned vehicles 9, 11 at the repeating points 13, 15 and 17.
