PROBLEM TO BE SOLVED: To more securely and easily attach a plurality of elastic members in the direction of extension to a member discontinuously and in the extended state. SOLUTION: An adhesive HM is applied to a strip-shaped conveyance sheet 401 at prescribed intervals in the longitudinal direction, and holes 401H are formed at the center excluding edge application areas. On the other hand, a plurality of thread-like or cord-like, or strip-like continuous elastic members are disposed/fixed at intervals to a strip-shaped support sheet to form a continuous strip-shaped elastic sheet member 402. The elastic sheet member is cut at prescribed intervals in the longitudinal direction to form a plurality of elastic sheet members. The elastic sheet members are fixed in the non-extended state one after another to the conveyance sheet 401 astride the edge application areas of respective holes to cover all the holes 401H to form strip-shaped sheets 403 and 404 to which the elastic sheet members are discontinuously attached at prescribed intervals in the longitudinal direction.
