<p><P>PROBLEM TO BE SOLVED: To provide an unlocking device, lowering the cost, and miniaturizing and simplifying the whole structure. <P>SOLUTION: The unlocking device includes: a cylinder lock 2 operated by inserting a match key; an operating handle 3 generating unlocking movement for unlocking a door lock mechanism; and a clutch device 4 for transmitting the unlocking movement of the operating handle 3 to the door lock mechanism by the operation of the cylinder lock 2, wherein a tumbler 9 of tumblers 9, 9 has a hook part 9A projected in the key insert direction, and a sleeve 7 has an engagement part 73B in the tumbler locking hole 73 corresponding to the tumbler 9 among tumbler locking holes 73, 73, which is engaged with the hook part 9A by moving a key plug 8 in the key insert direction in the state where the tumblers 9, 9 are inserted in the tumbler locking holes 73, 73.
