PROBLEM TO BE SOLVED: To control communication traffic between a server and a client according to line quality and class in a device management system in which a device of the client is remotely operated from the server, thus enabling improvement in response performance and communication cost reduction of the system, in a server-client type system. SOLUTION: A pseudo bus driver operating on the server is provided with: a function to determine line quality and class, and data transmitted/received; a function to change timing for transmitting transmission data for device control transmitted/received between the server and the client; and a function to modify the transmission data on a case-by-case basis.
