PROBLEM TO BE SOLVED: To provide a pre-tension applying method and a pre-tension applying device where, instead of pre-tension using a conical plane to which working and measurement are difficult, using a spherical plane to which working and measurement are easy, pre-tension can be applied. SOLUTION: The pre-tension applying device 31 is provided with: a first pulley 32 for applying pre-tension and a second pulley 33 for applying pre-tension around which an endless chain 1 is wound; a pulley shaft moving device 34 where the pulleys 32, 33 are made to approach-separate, so as to regulate tension acted on the chain 1; and a rotary driving apparatus 35 rotating the pulleys 32, 33.
