<P>PROBLEM TO BE SOLVED: To generate a pseudo random number which it is difficult to predict concerning an onboard pseudo random number generation device. <P>SOLUTION: A CPU 101 is configured to function as an onboard pseudo random number generation device for generating a pseudo random number based on a seed. The CPU 101 is provided with a random number operation part 1; a time variable generation part 2; a seed generation part 3; and a selection part 4. The random number operation part 1 is provided with a random number generation algorithm 1 to a random generation algorithm 8. They are different pseudo random number operation algorithms. The selection part 4 selects one of the random number generation algorithms 1 to the random generation algorithm 8 based on the voltage value or current value of a battery changing according to the lapse of time and the torque sensor value of a power steering device or the like, and applies a seed S.
