PROBLEM TO BE SOLVED: To provide a solid-state electrolytic capacitor which has a solid-state electrolyte layer which has superior adhesion to a dielectric oxide coating film and exhibits superior impedance characteristics, electrostatic capacity, and heat resistance, as a solid-state electrolytic capacitor which uses a conductive high polymer layer as a solid-state electrolyte layer. SOLUTION: A surface of a dielectric oxide coating of valve action metal is dipped in surface treating liquid containing a compound represented by formula (1) and dried, and successively a conductive high polymer layer is formed. Alternatively, a conductive high polymer monomer solution containing the compound represented by the formula (1) is prepared and used to form the conductive high polymer layer.
