<P>PROBLEM TO BE SOLVED: To restrict the number of times of starting a prescribed program. <P>SOLUTION: In a remote machine 2, a process control part 20510 monitors the process of a Web browser program 2054A. When the process of the Web browser program 2054A is operated, the measurement of the operation time is started. When the operation time becomes equal to or more than a prescribed time, the process of the Web browser program 2054A is forcibly terminated.
