PROBLEM TO BE SOLVED: To provide a file set generation device, a file set generation method and a file set generation program for surely specifying a place to be changed by a user, and for urging the user to change the place in generating a new file set based on an existing file set. SOLUTION: A position specification part 33 judges the presence/absence of the existence of a keyword corresponding to a difference about each of second existing files 12. A second file change output part 34 outputs a second existing file in which a keyword corresponding to the difference exists among second existing files 12 as a second new file by erasing data associated with the keyword.
