PROBLEM TO BE SOLVED: To provide steel for carburized parts which causes no surface flaw when formed into a steel billet by continuous casting and has excellent grain coarsening preventing characteristics and further to provide a method for manufacturing carburized parts having excellent properties such as toughness by using the steel for carburized parts as a stock. SOLUTION: The steel for carburized parts having excellent grain coarsening preventing characteristics has a composition which contains, by mass, 0.10 to 0.40% C, 0.05 to 1.00% Si, 0.05 to 0.40% Mn and 0.005 to 0.100% S, also contains P, Al and N limited (by mass) to≤0.025%,≤0.05% and≤0.020%, respectively, and has the balance Fe with inevitable impurities and in which Mn content and S content satisfy the relation of [(Mn/55)/(S/32):1.5 to 15.0].
