<P>PROBLEM TO BE SOLVED: To provide an exceptional operation processor, a document operation processing system and an exceptional operation processing program, allowing temporary operation of exceptional operation not permitted to electronic information managed based on a security policy by satisfying various conditions. <P>SOLUTION: An exceptional operation approval request to a document set with policy information from a client PC 100 is made to a policy server 200.
