PROBLEM TO BE SOLVED: To provide a developing apparatus and an image forming apparatus which can make the developing apparatus discharge developer by spring-up of a supply spring and replacing the developer in the apparatus, in a state of maintaining the amount of developer in the apparatus to be within a fixed range, even if the rotational speed of the supply screw is changed. SOLUTION: The developing apparatus 4 has a control board 88, which is a screw rotating speed control means for controlling multiple kinds of setting of the rotating speed of the supply screw 8, at a copying machine 500 serving as the image forming apparatus. The control board 88 controls a solenoid 98 for adjusting the height of a discharge opening member 135, having a developer discharge port 94 that serves as a discharge opening part.
