PROBLEM TO BE SOLVED: To improve monitoring precision by suppressing any noise irrelevant to a steering operation, and precisely evaluating the instable state of the steering operation. SOLUTION: A division part 13 divides the time series data of a steering angle into a plurality of subdivided data for every time scaleΔn. A calculation part 14 calculates a steering entropy value HSn with each of the subdivided data as the object of processing for every time scale. A creation part 15 creates correlation characteristics showing the two-dimensional interrelation of the time scaleΔn and a steering entropy value HSn. A specification part 16 specifies a time scale area suitable for evaluating the steering operation based on the created correlation characteristics.
