A calculation part 14 calculates a steering entropy value HSn with each of the subdivided data as the object of processing for every time scale. A creation part 15 creates correlation characteristics showing the two-dimensional interrelation of the time scaleΔn and a steering entropy value HSn. A specification part 16 specifies a time scale area suitable for evaluating the steering operation based on the created correlation characteristics.
