A composite beam manufacturing method using a steel beam(100) with enhanced section stiffness comprises the steps of: adhering the upper surface of an upper flange(110) of the steel beam and the lower surface of a vertical reinforcing plate(210) in the longitudinal direction; making the steel beam by turning upside down the steel beam unified with the vertical reinforcing plate; and forming a lower flange concrete by setting up a form around a lower flange(130) of the steel beam and pouring concrete.
